In the states, you have not been together long enough to be considered a conjugal partner. Canada might recognize that you are, don't know. Here, you can only be sponsored by family. Best to check out Canadian laws. Also, does your state law recognize conjugal partnership. You should call the Canadian Embassy nearest you and make an appointment they will tell you what he has to do.
