Why are married couples that pay individual taxes not entitled to an individual benefit if one is out of work?

when i was out of work my husband had to support me even though we were reliant on two incomes. i believe that we should be treated as individuals. it is our choice to be married but it is not our choice for one of us to be out of work. defacto couples are advantaged because they are not necessarily linked by a lawful union.Why are married couples that pay individual taxes not entitled to an individual benefit if one is out of work?

when is out of work one can claim head of household you can file married but filed separate returns
